What is an MICall?

Mission Innovation provides the opportunity for members to come together to fund Research, Demonstration and Innovation (RD&I) to address common challenges. This is referred to as an MICall.

To complement this, the Public Funders Dialogue (PFD) is a forum which brings together MI members with the purpose to facilitate scoping of future calls and discuss common challenges in the public RD&I funding space. The forum is also open to public funders and funding networks beyond the MI community who share similar Research and Innovation priorities.  Currently the PFD focuses on the coordination and mobilization of funders to the MICall24, which is developed in collaboration between the MI Missions and two large funding networks: CETPartnership and DUT.

MICalls are driven by the membership, if a member or a network of members has funding for international collaborative activity and have the resources to manage a joint call, they could seek to scope priorities and identify other interested parties via the Public Funders Dialogue before going live. In this process the Public Funders Dialogue will also support possible linkages between the anticipated call scoping and the priorities of the MI Missions and/or other parts of the Mission Innovation network.

Who we are and why we developed this GUIDE

The Public Funders Dialogue (PFD) was launched to provide a global forum and space for public RD&I funders in the MI community to facilitate scoping of future calls and discuss common challenges in the public RD&I funding space.

This MICall guide is developed to facilitate an easier coordination and participation process in joint calls, e.g. MICalls, where partners of MI Missions and other workstreams can come together and fund joint RD&I projects with the support of existing funding networks. The purpose with the PFD is to build, connect and coordinate existing funding networks and programmes rather than creating new one. The PFD is currently co-lead by Austria (BMK) and Sweden (Swedish Energy Agency).

Who is this GUIDE for?

The main target group for this guide are representatives from public funding organizations and/or programs that are interested to join as a funding partner in an MICall. Additionally the guide might be helpful for existing funding partners, network of funding partners in the calls as well as for other Mission Innovation community representatives with interest to coordinate and mobilize their effort around joint international RD&I agendas.

Projects & Partners

The RD&I projects funded need to be transnational in its nature meaning that a project consortium must be built of at least two independent legal entities(i.e. at least one Coordinator and one Beneficiary Partner) applying and deemed eligible for funding by relevant national/regional Funding Organisations of the call. Sometimes the threshold is higher so that at least three different partners from three countries need to participate in a project. The project partners are usually a mix of various types e.g. business organizations, research institutions, public organizations, NGOs, etc.

To date, the MI Calls have used a European Commission funding mechanism to implement their joint RD&I Calls (ERA-NET model). Several MI Calls have been delivered using this mechanism and this is also the case for MICall24.

The mechanism allows non-EU members states to be a participant in a joint RD&I Call e.g. Morocco, India, USA and Canada have all participated in various topics of previous MICalls. More information about the ERA-NET model and other models can be found in the Mission Innovation paper -  COLLABORATIVE MODELS FOR INTERNATIONAL CO-OPERATION IN CLEAN-ENERGY RESEARCH AND INNOVATION.

The MICall is promoted as a mechanism for MI Missions to implement collaborative RD&I calls, using existing procedures and mechanisms rather than needing to develop alternative joint funding mechanisms. This is also the background to why the MI Missions is collaborating with CETP and DUT to develop the MICall24.
