COLLABORATING FUNDING NETWORKS

Phase 1

Get ready to collaborate on a joint call!

Familiarize yourself with the preparation steps and determine if your funding organization or program fulfils the basic criteria for participation in an MICall.

Select priorities of interest for funding collaboration and sign up your commitment to fund project partners from your country in the upcoming MICall24.

Sign funding commitment

  • Check that you can fulfil the rights and obligations of the commitment as a funding partner of the call.

  • Decide on or review established procedures for handling applications from stakeholders in your country.

  • Sign the funding commitment for the call (by June 2024 for participation in MICall24).

Prepare national information about the call

  • Prepare publication of information about the call and the national/regional requirements for your applicants.

  • Nominate independent expert evaluators that will evaluate applicant proposals.

Independent expert evaluation of
pre-proposals.

Eligibility check

  • Do the pre-proposals fulfil: National criteria for each Funding Organisation and International Criteria for the call?

  • Check eligibility criteria for proposals from your country: (eligible, conditional and ineligible)

  • In case of ineligibility, the Funding Organization must provide an explanation in the application- and evaluation Platform provided by the Funding Network.

Time for eligibility check: 1 month.

Selection of pre-proposals to submit full proposal

  • Confirm joint eligibility and evaluation results of pre-proposals.

  • Funding Organizations agree which pre-proposals shall be invited to full proposal.

  • Depending on call, guidelines may apply for oversubscription rates.

Call opens for applications

  • Publish the call text in your country/region.

  • Communicate the funding opportunity and conditions to potential applicants in your country/region.

  • Provide information and advice to applicants about the call, incl. national/regional requirements.

Applicants submit pre-proposals.

Launch the call and select promising project concepts!

Here you assess project pre-proposals based on your national eligibility criteria, while the funding network’s call management and independent experts evaluate the international criteria and select which pre-proposals will proceed to the next phase (full proposals).

Phase 2  (Pre-proposals)

Phase 3  (Full proposals)

Let promising project concepts compete for funding

The full proposals are assessed, evaluated and ranked.

Once this is concluded, it's your responsibility to initiate dialogue with your national consortium partners to initiate funding arrangements.

Selection of projects to receive funding

  • Confirm project ranking.

  • In case of high oversubscription rates, funding organizations shall discuss possibility to raise funding commitment.

Independent expert evaluation of full proposal.

  • Each proposal is evaluated by at least three independent expert evaluators based on the criteria Excellence, Quality and Efficiency of the implementation and Impact (as described in the call text).

  • Responsibility for main contact with selected projects is transferred from Call Management to funding organizations.

  • Establish a dialogue with consortium partners from your country/region from selected projects to prepare for making funding arrangements (next step).

Results communicated to selected projects

Applicants submit full-proposals.

Eligibility check

  • Do the pre-proposals fulfil: National criteria for each funding organization and International Criteria for the call.

  • Check eligibility criteria for proposals from your country: (eligible, conditional and ineligible).

Time for eligibility check: 1 month.

Phase 4

Fund successful consortia and provide support for project implementation!

Now, let's get the projects started by finalizing funding arrangements for successful national applicants of the consortia!

Once underway, you actively monitor and report their progress at both national and international levels for the full duration of the project.

International project monitoring and reporting.

Projects start!

Set up national funding arrangements with successful consortium partners from your country

  • Establish a national funding arrangement (contract) directly with the Project Consortium Partners.

  • Ensure that each project consortium must have a signed Consortium Agreement (CA) between all the Project Consortium Partners.

Time for national granting/funding decision:

1-6 months.

  • Ensure that the projects are complying with the reporting requirements of the funding organization.
